AdvisorSmith, a nationwide insurance advisor, studied various data sets to determine the best and worst cities to retire to based upon numbers of retirees and cost of living. The findings were divided by community size: small, medium and large. No calculations for weather, etc were made.
Happily, Toledo came in #2 for large cities.
